The site - previously a military barracks - is at the border of the two cities of Barcelona and l'Hospitalet. It is located adjacent to both the Avinguda de la Granvia de l'Hospitalet, a major access route into the center of Barcelona from the south, and the Avinguda del Carrilet, an arterial road leading to l'Hospitalet. The position provides optimum accessibility to the city and major metropolitan routes on both public and private transport. The principal proposition of the project divides the extensive program into a series of separate but interrelated blocks on a public plaza - a spatial composition that attempts to break the rigid and monolithic image of justice. The project also attempts to balance the relationships between the different working areas, public areas, and landscape. Situated around the perimeter of the linking concourse is a group of four judicial buildings, characterized by ground-floor courtrooms and offices on the floors above. Each is accessed directly from the concourse building, which not only acts as a filter but also gathers people at the start and completion of their visit within a central public room overlooking the exterior plaza.

Hondo City is the Japanese equivalent of Mega-City One - a large, sprawling urban mass policed by a Justice Department. Culturally however, it is totally different. While on the forefront of modern technology, the Hondo-citizens remain tied to the roots and customs of feudal Japan, while the Samurai-like Judge Inspectors who police the city, have been plagued by cases of corruption. Fortunately, judges like Aiko Inaba are upholding the law while questioning the authority of Justice Central.

In recognition of the connections between environmental justice topics and multiple elements of the General Plan, the City of Oakland will also integrate environmental justice into the policies, goals, and actions of all other elements.

As part of the EJ Element, Oakland must identify EJ Communities that are low-income areas and are disproportionately impacted by pollution, socioeconomic vulnerability, and adverse health impacts. The City developed a screening analysis to identify EJ Communities that consists of a composite set of indicators (quantitative metrics of EJ issues). Each indicator is scored and then combined to identify the topmost cumulatively burdened communities. The map illustrates the geographic location of these communities and will be used to prioritize the needs of EJ Communities and to achieve environmental justice.

We are seeking the public's input to fully understand the excessive pollution burden, health impacts, and needs of Oakland's BIPOC and low-income communities. Participate in community conversations about Environmental Justice (EJ) in your neighborhood using our interactive Environmental Justice Community Hub. Use this tool to explore Oakland's Draft Map of Potential Environmental Justice Communities, share your vision for a healthy neighborhood, and document local environmental justice issues and solutions through this platform.
